-The incumbent serves as VISN Congressional & Community Outreach Programs liaison and the Deputy Public Affairs Officer, providing coverage and support to the VISN Public Affairs Officer -The purpose of this position is to operate and provide oversight for the Congressional & Community Relations and communications as well as assisting in management of the public affairs and communication program within the network. -The incumbent is responsible for assisting with designing, planning, executing and evaluating programs to inform and educate the general and special publics about the organization's programs, activities, and services. -The incumbent is the primary point of contact on issues involving updates to VISN7 web-based submissions and their delivery in consultation with the VISN Communications Officer. The incumbent applies solid public relations, relationship management, media, and health administration skills to ensure that resources are utilized effectively and efficiently to provide Veterans with high quality care consistent with community and national standards and industry best practices. -Plans, coordinates, and implements community outreach and engagement plans, programs, and events, intended to build strong relationships and a better understanding of the VISN 7' s missions and activities with the public. -The incumbent is the primary Congressional & community engagement consultant for VISN7. -Serves as spokesperson for the Network Director in working with Congressional stakeholders; VA facility officials; non-VA organizations, to include affiliated medical schools, university & allied health schools, national, state, and local organizations, Veterans Service Organizations (VSOs), and consumer groups to promote and solicit support in planning for health care delivery. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Assist with the development, coordination, implementation and maintenance of public information and community relations programs; Analyzes internal communication needs and develops publications or information materials for staff, patients, and others; Prepare executive level correspondence responses to Congressional representatives. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
