Management & Program Analyst

The incumbent of this position will support the VISN and medical centers by performing data mining and analysis, reporting, presenting to and educating managers/executives on subject matter that is of high priority and/or highly complex issues. The incumbent is expected to work independently under the direction of the Data Analytics Manager, and to communicate and collaborate with the administrative and clinical leaders. The following are examples of common task performed by the incumbent of this position. Analyzes, designs, implements and maintains computer generated report/analysis projects. Retrieves data from various software packages (e.g. VISTA, VSSC, SAIL) for analysis. Develops programs or administrative supporting systems using systems evaluation, data gathering and analytical techniques. Generates reports for program performance evaluation. Presents data report outcomes to aid in development of goals and objectives. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Gathering, interpreting, and analyzing information pertaining to resource management, operations management, and clinical care processes; Auditing data extracted from national databases to monitor program effectiveness and efficiency; Evaluating work processes to recommend improvements for program operations; and utilizing automated systems to track, store, or retrieve data for program management. Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to a Ph.D., or LL.M., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of graduate level course work. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Physical Requirements:
The work is primarily sedentary, although some slight physical effort may be required due to meetings with both clinical and administrative services. The work may include some walking, standing, bending, and carrying of light items as papers and books. No special physical demands are required. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
