The VISN 7 Chief Medical Office exist to promote and oversee the development of effective clinical programs and clinical operations with the VA Southeast Network. The Service Line / Program Coordinator (SL/PC) serves as a staff Health System Specialist (HSS) for multiple clinical Service Line Leads (SLL) and Program Leads (PL) within the VISN 7 Chief Medical Office. The position will be located within the VA Southeast Network (VISN 7). VISN 7 consists of eight health care institutions in Georgia, Alabama, and South Carolina. The VA Southeast Network provided healthcare coverage for over 380,000 unique Veterans. The incumbent is expected to work independently under the direction of the VISN 7 Chief Medical Officer and to communicate and collaborate with the VISN Clinical Service Line Leadership as well as administrative and program staff within the Chief Medical Office and the Network Office overall. Multiple and constantly changing requirements and initiatives demand integrated awareness and immediate, focused reactions and implementation of required resolutions. The SL/PC acts as the operational coordinator and a key advisor to the VISN Clinical Service Line Leadership which include, but are not limited to, Mental Health, Primary Care, Diagnostic, Surgery, Rehab & Extended Care, & Specialty. The incumbent need to serve in a versatile flexible fashion to effectively and efficiently meet the ever-changing challenges of VISN 7 Clinical Programs and the Chief Medical Office. S/he will be assigned to support and assist with projects assignments of a crosscutting nature that are of the responsibility of the VISN 7 Chief Medical Officer. Works with VISN ELT, VISN staff, VISN SLLs, PLs, facility ELT, facility leadership and service line staff to obtain data required to drive the use of analytic decision making in support of an inclusive, integrated, accessible, and streamlined high-quality health care delivery system to the veteran patients and their families served throughout VISN. Contributes to Strategic Planning for the service lines, programs and VISN overall. Forecasts and estimates program requirements and ensures program goals, objectives, and operations are realistic. Conducts management surveys, audits, special projects, site visits, etc. and provides expert advisory and consultative services to operating or management officials. Program study assignments involve operations and functions of significant complexity with extensively interrelated health care programs throughout the VISN. Investigates and analyzes potential or realized adverse clinical operations, trends or conditions and initiates/recommends corrective action and follow-through. Coordinates with facility leaders, managers to develop effective project/program plans to resolve serious clinical operations situations. Provides in-depth analyses, best practice models, and creative quality program techniques for consideration in project development. Develops innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures for expediting projects within the service line/program office. Basic Requirement:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized
Experience:

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Conducting management surveys, audits, special projects, site visits and provides expert advisory and consultative services to operating or management officials; Developing and preparing internal instructions, operating policies, procedures, guidelines, concerning assigned programs and recommends required policy changes and procedural adjustments; Preparing reports and maintain records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information by other staff; Developing long-range Service Line program plans, goals, objectives, and milestones. Physical Requirements:
The work requires some physical exertion, such as periods of standing, some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. Incumbent' s vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
