Human Resources Specialist (COMP)

The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resources (HR) functions and services to the Veterans Integrated Services Network (VISN) level. This improvement to HR service delivery will best support the needs of the Network's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff. The list below is not all inclusive of the duties the incumbent will perform:
-Manages the establishment, verification, and continuance of all special salary rates/locality pay schedules and schedules Network-wide. -Conducts valid wage evaluations, ensuring the integrity of comparable data from reliable sources are utilized as evidentiary support of establishment/update/continuance of compensation considerations. -Manages Network-wide participation of programs such as the Student Loan Repayment Program (SLRP), Education Debt Reduction Program (EDRP), Retention, Relocation and Recruitment (3Rs) incentives, and any associated Network-wide advisory boards (i.e. Retention Incentive Review Board). -Serves as the HR Technical Advisor for pay determinations regarding Network-level physicians, dentists, and podiatrist to the Network Chief Medical Officer. -Develops reports, briefings, and other strategic compensation programs (e.g. Dual Compensation, etc.). -Serves as an expert consultant and advisor in interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on the full range of pay administration policies, principles and practices. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience advising others on pay administration, market pay reviews, 3 R's (Retention, Relocation, Recruitment Incentives), initiating/adjusting Special Salary Rates (SSR) and Locality Pay Schedules (LPS) with demonstrated knowledge of, and skill in HR staffing and recruitment principles, concepts, laws, regulations, techniques, and guidelines sufficient to:
advise management officials on various types of appointments and their appropriate application in both the competitive and excepted services; advise on the procedural and regulatory requirements governing the merit promotion process; analyze methods and techniques to provide technical advisory guidance on complex human resources needs and concerns for the organization; providing solutions to complex human resources problems; providing human resources consulting services to clients; developing and overseeing human resources projects. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
