Serves as a technical expert and programmatic consultant for assigned mission areas. Provides authoritative technical leadership, advice, and assistance on highly complex, controversial, or precedent setting matters. Provides creative and technically sound solutions to challenging problems including high visibility and critical issues. Designs and evaluates preventative and detective internal control activities for the entire VISN. Monitors and evaluates consistent implementation of and compliance with VHA policies and procedures. Formulates program goals, plans, policies, and procedures dealing with the development and deployment of VISN wide position management, manpower, and workforce planning requirements. Validates studies to support new system-level long-term position management, manpower management, workforce planning, succession planning, and financial forecasting capabilities. Provides direct supervision to a minimum of three subordinate Management and Program Analysts GS-0343-12 employees. Assigns work to subordinate employees. Coaches employees in job duties and program requirements. Ensures technical accuracy of work products. Prepares performance standards, evaluates performance, conducts progress and annual appraisals, and initiates performance counseling as needed. Manages employee conduct and behavior and initiates disciplinary counseling or more serious corrective actions when appropriate. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
development of business processes, system requirements, and directives/policies to support new, enhanced workforce management capabilities. Defining metric and analysis systems to assess efficiency, effectiveness, and compliance. Implementing quality improvement initiatives. Formulating program goals, plans, policies, and procedures dealing with the development and deployment of position management, manpower, and workforce planning requirements You will be rated on the following Competencies for this position:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
This position is primarily sedentary in nature. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Some employees may carry light items. The work does not require any special physical effort. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
