Supervisory Health System Specialist

The Chief Operations Officer innovatively applies solid management planning and health administration skills to ensure that resources are utilized effectively and efficiently to provide veterans with high quality care consistent with community and national standards and industry best practices. Duties include but are not limited to:
The incumbent serves as direct report and advisor to the Network Director in special complex assignments often of a highly sensitive nature. The incumbent is responsible for advising the VISN Director and other members of the VISN Executive Leadership Team in overall operations management. In every instance, the incumbent is expected to fully understand the mission and operational objectives of highly affiliated tertiary care medical centers, unaffiliated secondary care medical centers, domiciliaries, nursing homes, outpatient clinics, and the numerous and various organizational components of VA Central Office. He/she communicates and coordinates activities with VISN Program Managers, Community Partners, external accrediting bodies and with another VA and non-VA governmental entities at local, state and national levels. The incumbent facilitates communication with internal and external senior level executives. As various programs are developed, introduced and/or administered by the VISN he/she provides support for integrations, assists with strategic business planning and monitors proposal viability. As a supervisor, the incumbent establishes policies and priorities for program areas, selects (and/or participates in the selection of) Network staff, and monitors staff performance and program effectiveness. The incumbent carries out policies and procedural instructions established by the Secretary, Under Secretary for Health, Deputy Under Secretary for Health for Operations and Management, Network Director and other authorized VA officials. He/she identifies VHA and VISN policies and procedures which require change or improvement and initiates recommendations to achieve desired results, including initiation and coordination of management studies or surveys both within VISN and VHA. Provides consultation and training for staff assigned to VISN health care facilities. In consultations with VA Headquarters, the VISN executive leadership team and internal and external stakeholders, develops a VISN business plan which support local and VISN wide levels and support long and short-range initiatives. Consults with administrative and clinical managers and advocates policies needed to assure acceptable support for clinical services. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
knowledgeable about operating community-based healthcare, contract medical programs; facilitates communication with internal and external senior level executives; recognizes the independence and professional expertise of subordinates, while integrating the various functions; applies advanced knowledge, skills in health care and general administrative practices. In this capacity he/she must have broad management experience and demonstrated capabilities in health care administration; exercises independence in identifying goals, objectives, and tasks to be performed; work with a wide diversity of functions, missions, and processes dealing directly with staff action initiatives and inquiries, including compliance with regulatory oversight requirements; program administration and coordination including actions designed to improve program effectiveness and efficiency.
