Supervisory Human Resources Specialist

The primary purpose of this position is to lead/direct the VISN 7 Recruitment, Placement, and Compensation section of the VISN 7 Human Resources Office. The Supervisory HR Specialist serves as the technical expert and supervisor for a team of recruitment/compensation specialists. The goal of this section is to provide recruitment, placement, and compensation support to VISN 7 facilities and the Network Office. The supervisor plans, organizes, and directs Title 5, Title 38 and Hybrid title 38 recruitment, placement and compensation activities ensuring that all actions comply with legal and regulatory requirements and meet customer needs. Other duties include but are not limited to:
Developing goals and objectives that integrate management and other stakeholder expectations into the delivery process of human resources services and products. Assigning work to subordinates based on priorities and other factors, such as difficulty of assignment, capabilities of staff members, etc. Developing new or revised policies and procedures related to human resources operations for office or VISN-wide application. Serving as a technical expert on recruitment and placement and compensation actions, researching and analyzing specific issues and resolving difficult/unusual problems. Performing the full range of recruitment and placement and compensation duties for the organization. Participating in special projects and initiatives and performing special assignments. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Your specialized experience must have demonstrated the following:
Experience in researching, interpreting, and applying federal civilian human resources management regulations, policies, and procedures for recruitment, placement, and compensation The ability to manage a recruitment and placement and compensation program, supervise employees, and foster teamwork and cohesiveness. Examples of creditable work experience may include staff or lead assignments with responsibility for the following:
Advising/consulting with hiring managers on recruitment strategies Conducting or advising on the development of job analyses Preparing vacancy announcements; determining applicants' eligibility and qualifications Serving as HR technical advisor to Professional Standards Boards (PSBs) Establishing new or revised special salary rate and nurse locality pay schedules Assisting with/processing physician and dentist market pay reviews, pay and tier exceptions, and performance pay Advising on the documentation requirements for recruitment, relocation, and retention incentives and serving on a Retention Incentive Technical Review Board You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
