The list below is not all inclusive of the duties the incumbent will perform -The incumbent advises on a wide variety of Equal Employment Opportunity (EEO), Labor Management Relations (LMR), Reasonable Accommodations, Organizational Development issues and matters that routinely involve multiple personnel specializations -The incumbent functions as the network expert with full delegated authority and responsibility for the planning, analysis, coordination, and provides advice for programs indicated above. -The incumbent provides executive level recommendations for all programs assigned to the Senior Executive Service (SES) and has direct supervision over the VISN Health System Specialist (1 FTEE), Psychologist (3 FTEE), and (2 Program Specialist). -The incumbent provides rapid, incisive, executive level analysis and support to respond to the Network Director's(ND) requests for independent perspective. Conducts quick reaction studies, analyses professional reports/writing for the Network Director outside of the normal channel of staff operations. -As an advisor in strategic communication, the incumbent reviews a wide range of primary source materials to ensure that the ND is briefed accurately, objectively informed, and prepared for decision-making. -The incumbent performs all supervisory functions to immediate subordinates. -Supervises a team involved in a variety of administrative services and in managing VISN's Work Life Balance programs Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Executing, directing, or managing the delivery of Equal Employment Opportunity (EEO), Labor Management Relations (LMR), and Reasonable Accommodations (LMR). The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
